Description:
Canada has become the temporary but long-term place of work and residence for an increasing number of temporary workers. In 2007, 165,198 temporary workers were admitted, compared to 131,248 who entered permanently under the economic class. Canada is known as a country that provides effective pathways to citizenship because of its immigration point system, citizenship policy, and high rates of naturalization. At the same time, temporary worker programs have increasingly been implemented across the country as a means of managing sectoral labour markets. The role of temporary workers, many of whom remain present in their workplaces and communities year after year without permanent status, raises questions about citizenship and integration in Canada. Questions include : How and why some rights and freedoms are denied to some of the workers under work permit? What are the direct implications of these restrictions for involved workers, communities and labour standards? This first part of a 2-session workshop will bring perspectives of researchers, community workers and organized labour on the main short-term legal and labour-market implications of temporary worker programs.
